Project evaluation

The five years of research covered by the NRP will be divided into two stages, the first stage lasting three years and the second stage a maximum of two years. Whilst the second stage will allow intensified and extended work on individual topics, it is mainly concerned with synthesis and implementation issues.


In order to organise the programme effectively and to define appropriate priorities, a two-stage submission procedure has been set up: pre-proposals are to be submitted first, followed by full proposals.

A group of around 100 recognised international experts has been involved in the scientific evaluation of the pre- and full proposals. Each pre- and full proposal was reviewed by three of these experts concerning scientific quality and originality. The three experts always covered the main scientific disciplines addressed in the interdisciplinary projects. Two members of the Steering Committee reviewed the projects with regard to several criteria concerning relevance and the main goals of the programme. This evaluation process was the basis for project selection by the Steering Committee.


Pre-proposals

151 pre-proposals requesting a total CHF 53,5 Mio were submitted. Most of the pre-proposals submitted dealt with inter- and/or transdisciplinary concepts. They fully covered the five main topics of the implementation plan and a wide range of scientific disciplines. Basing its judgements upon the outcome of the pre-proposal evaluation process as well as on its own assessment, the Steering Committee selected 41 pre-proposals (CHF 13 Mio) and invited their authors to submit a full proposal (giving individual limits for the requested funding and scientific recommendations). 110 pre-proposals were rejected.

Full proposals

Basing its judgements upon the outcome of the full proposal evaluation process as well as on its own assessment, the Steering Committee selected 35 of the 40 proposals submitted to be presented to the Research Council of Division IV/Executive Committee of the Research Council for acceptance. The allocation of the 35 projects to the institutions is as follows (in German):


For the first period of the NRP (36 months) the Research Council approved the 35 projects to be funded with an overall amount of CHF 11'110'763. Project leaders were assured of receiving third party funding totalling CHF 950'300, of which CHF 417'000 are contributed by Federal Offices, CHF 397'500 by Offices of several cantons and CHF 135‘800 by other investors. Depending on the approval of the projects further third party funding will be confirmed.
